Finally, some groups and officials may want to internationalize a policy out of idealistic or missionary considerations, because they believe that people in other countries would benefit from that policy or, in a stronger form, because they believe that those policies represent universal rights that people should enjoy, regardless of their nationality. The latter, rights-based motive is particularly strong when it comes to the international protection of human rights (cf.
